Gyanendra’s so called civic felicitation – a short report
8 February 2004, So called felicitation (civic reception) organised by the old Panchas (the members and followers of the Panchayati system) and Mandales (the hoodlums and thugs of the those Panchas) has completely been ignored by the Nepalese people. Few thousands of old Panchas and Mandales, Royal American army personnel, enforced office employees, and big bureaucrats were present in the so-called programme. Mahanagar daily, a vernacular(本国的) Nepali that comes out in the noon, reported on 8 February that hardly 200 people were gathered at the venue [集合地点]of civic reception in 尼泊尔根杰(Nepalgunj) on 8 February 2004, by 10:30 local time. The old Panchas expected several thousands of people present. The reception(接待) to feudal Gynendra was supposed to be given by 12 o’clock, noon. Those 200 ordinary people were lost as drops in ocean among hundreds of organisers and thousands of security forces, reported Mahanagar.
Civic reception had been a practice of(有...... 习惯) feudal monarch to establish ( 使人民接受, 确定)himself among the people. His father Mahendra also held civic receptions in 1960s right after he dismissed parliamentary system, imprisoning the then parliamentarian leaders.
His feudal and comprador bureaucrat henchmen and feudal autocrats Gyanendra attempted to make a caricature[ 歪曲(或拙劣)的模拟] of his father, Mahendra, since he has extremely been defamed among the people for his mass murdering activities and staging a genocide of the family of last “King” Birendra on the 1st June of 2001.
The so-called civic reception was one of the desperate bid to show international community that the people approve the autocrat feudal as king.
The western region remained complete closed on the call of Tharuwan Autonomous Government, declared recently by the Communist Party of Nepal (Maoist) in the process of granting right of self-determination of the people of nationalities and regions. Tharuwan Autonomous Government had banned Gyanendra’s civic reception asserting it an illegal activity in the country.
In response to the call for general strike in Tharuwan Autonomous Region and in protest against autocratic monarchy, Npealgunj city remained completely clogged. According to the newspaper, even tea stalls remained closed, let alone big institutions and enterprises.
Thousands of Maoist leaflets and posters, protesting the so-called civic felicitation, have been spread around the civic reception venue on 8 of February. Leaflet propaganda amid more than 5000 (five thousands) Royal terrorists, on ground and air, on top of that thousands of civil police and spies roaming around, has astonished the old Panchas and Mandales, how such acts of Maoists revolutionaries have been possible under such biffed up and tightened security. Two army helicopters and a white coloured Royal helicopter had been hovering over the sky of 尼泊尔根杰(Nepalgunj) city. Vehicle patrolling was extremely dense. Security force has been deployed in every 10-minute root; armed security force and civil spies are standby to check people’s movement in the city. It is note worthy that the Maoist revolutionaries had finished two security personnel right at the venue of the so-called civic reception and four bombs were blasted in different locations of 尼泊尔根杰(Nepalgunj), two days ago. Half a dozen explosion took place in the western-central region, last night alone, in protest of the reception.
Local people of 尼泊尔根杰(Nepalgunj) did not come out of their home. Until 10:30 local time, the area of 8 kilometres was under a tight security of the army. Rest of the area of the region remains in the hand of the Maoist revolutionaries.
By 12:30 PM, as civic reception began, few hundreds of Rastriya Prajatantra Party leaders, Royal terrorists, police personnel and few bureaucrats filled a section of stadium, the programme venue.
According to the BBC Nepali of 8 February, lathi charge held over journalists. It is not clear whether army charged the baton or police. Journalists had protested against the brutality of the Royal terrorists. Against their will, people were forced to participate in the so-called civic reception. One person told the BBC that he has spent Rs.10,000 (ten thousand) to take part in the programme.
Krishnasen Online News Service (Krishnasen Sambad Samiti) KSS reported that the so-called civic reception organised by Gynendra remained completely a ridiculous. KSS reported, whatever people were brought by force by the police and the army.
It is noteworthy that Gyanendra sneaked (Nepalgunj) three days earlier, on 5th of February, feared of disruption of his tour. Most of the attended Panchas and Mandales were in 尼泊尔根杰(Nepalgunj) before the February 6 and 7 air and ground traffic strike come under effective, called by the Tharuwan Autonomous Government. Many people who were put captive were suffering of heavy expenditure while living in 尼泊尔根杰(Nepalgunj).
Within 8 kilometres 300 welcome gates were erected on the expense of millions of rupees. On top of(另外, 紧接着) that millions of rupees were spent on the name of transportation. In the same region, thousands of Tharu people, who were forced to be bounded slaves – known as Kamiyas has to live under sky without roof due to lack of money.
In total, the so-called civic reception of feudal autocrat Gyanendra was ridiculous.
