Aquino, US provoking South China Sea conflicts–CPP

The Communist Party of the Philippines (CPP) lambasted the Aquino and US governments for provoking conflicts in the South China Sea for the past two years by “issuing bellicose anti-China statements, conducting naval manuevers and power projection operations right next to the disputed areas and increasing US military presence in the Philippines.“
 
“It is a patent lie by the US imperialists and their puppets in the Aquino regime to claim that the ongoing Balikatan exercises have nothing to do with the South China Sea conflict,” said the CPP. “The naval exercises and manuevers by the US military in the previous months and presently under the Balikatan seres have everything to do with the brewing conflicts over the sovereignty claims regarding the Spratlys and Scarborough Shoal.”
 
The CPP denounced Lieutenant General Duane Thiessen, commander of US Marine Forces-Pacific for “further stoking the disputes by asserting that the US is obliged to get involved in the armed conflict in accordance with the Mutual Defense Treaty of 1951.”
 
An article published in China’s People’s Liberation Daily asserts that US presence in the Philippines is creating conditions that raise the risks of armed confrontations over the South China Sea conflicts.
 
“The Balikatan exercises and increased American military presence in the Philippines in the past several years have sidetracked peaceful multilateral negotiations and compelled China to carry out preemptive maneuvers to put up a naval shield against US encroachment.”
 
“The Obama and Aquino governments have been stepping up the South China conflicts since the third quarter of 2010 with the successive docking of USS George Washington and other warships in the Philippines and high-level visits by key American security officials,” said the CPP. “In May 2011, Aquino himself was summoned to the US warship Carl Vinson to be briefed by key American officials. Since then, his foreign affairs, security and military officials have engaged China in a diplomatic and political wrestling match, whipping-up anti-China statements.”
 
“Aquino and his ilk project themselves as super-patriots who are ready to oppose China to defend Philippine claims over the Spratlys even as they prostrate themselves before their US imperialist masters,” the CPP added.
 
“It is plain to see that the increased US military presence in the region is meant to encircle China and put increasing pressure on it to further open its economy to US capital investments and commodities, dismantle and privatize its state-supported enterprises and make it more compliant to US economic, political and foreign policy dictates.” “Setting up such an American military perimeter around China seeks to control and set limits on China’s growth as an economic, political and military power.”
 
In a statement issued over the weekend, the CPP said “It is a matter of principle for the Filipino people to assert national sovereignty and territorial integrity over the Spratly Islands and the Scarborough Shoal. It is also a matter of principle for the Filipino people to demand a peaceful resolution of the conflicting claims through diplomatic negotiations on the basis of equality, respect and mutual benefit.”
 
The CPP identified three key elements to achieve peaceful resolution of conflicts in the South China Sea.
 
1) For the Chinese government to stand down, put an end to its aggressive posturing, pull back its armed patrol ships from the Scarborough Shoal, and recognize and respect existing international agreements including the Declaration of Code of Conduct which it signed with other ASEAN countries in 2002 calling for the peaceful resolution of the sovereignty disputes through multilateral negotiations.
 
2) For the US government to pull out all its interventonist troops in the Philippines, put an end to the so-called joint military exercises and cease all power projection activities in the South China Sea including the rotational docking of large American aircraft carriers in the Philippines, Singapore and Australia.
 
3) For the Aquino government to stop insisting on US interference and getting the US to support the Philippine claim by building up its military presence in the country and in the South China Sea region. Such posturing of the Aquino regime reveals its hypocrisy and makes a mockery of international multilateral mediation processes.
 
The CPP said “the most crucial and key element” is the demand for the US to put a stop to its interventionism in the Philippines and the Asia-Pacific. “Otherwise, if the US government continues asserting its ultra-national right to intervene in the region, it would be impossible to achieve a peaceful resolution of the South China Sea disputes.”
 
“US imperialism has been building up its US military presence in the Philippines and Asia-Pacific region in recent years, especially since 2010. US government declarations of an “American Pacific century” late last year has further boosted US military thrusts into the Philippines and the South China Sea region.
 
“US military troops should be pulled out of the Philippines. Their presence and interference in Philippine domestic affairs comprise military intervention and violate Philippine sovereignty,” said the CPP.
 
“Furthermore, it provides the compulsion for China to make aggressive claims of sovereignty over areas which it views as part of its international perimeter,” pointed out the CPP. “As an international capitalist power with strong claims of national sovereignty, China will not sit back and allow the US to encircle it.”
 
“China’s aggressive posturing regarding the Scarborough Shoal conflict may be construed as showing imperialist tendencies and should be criticized as such. China should be reminded that its pugnacious attitude regarding the Spratlys and Scarborough Shoal tends to provoke hostilities,” added the CPP.
 
“China can set itself apart from the US imperialists by projecting itself as a humble giant. It would serve China more if it instead sought alliances and built solidarity with the Filipino people through deepgoing cooperation,” said the CPP. “It can also build solidarity with ASEAN countries and boost a region-wide clamor for neutrality and demilitarization and the pullout of all US troops from the Philippines, Australia, Japan, Taiwan, South Korea and in the entire Asia-Pacific region.”

Stop provoking South China Sea tensions, oppose Balikatan exercises in March–CPP

The Communist Party of the Philippines (CPP) today issued the following statement:
 

The Communist Party of the Philippines (CPP) joins the Filipino people in demanding that the Obama and Aquino regimes stop carrying out provocative actions in the South China Sea region. The CPP urges the Filipino people to vigorously oppose the scheduled Balikatan exercises in March where at least 500 American soldiers, US warships and jet fighters are expected to carry out military drills in the South China Sea off the coast of Palawan together with 1,000 AFP soldiers.
 
The US imperialist government is using ts puppet Aquino regime and the so-called “joint military exercises” with the AFP to carry out power projection operations in the South China Sea as part of its aim of claiming dominance in the crucial trade route and containing China’s growing economic and military strength. In participating in such US military actions, the Aquino government is allowing itself to be used as a pawn in the US geo-political strategy of imposing military, political and economic dominance in the Asia-Pacific region.
 
The upcoming anti-China Balikatan exercises in March violates the progressive policy of exercising mutual respect for national sovereignty, equality and mutual benefit. The Filipino people must struggle against the Aquino regime for allowing the US imperialists to dictate the direction of Philippine foreign policy. They should continue to intensify their struggle to abrogate unequal treaties such as the Mutual Defense Treaty and the Visiting Forces Agreement which allow the US to use the Philippines as a base for US military intervention in the Philippines.

Oppose US interference in the South China Sea conflict! Build people’s solidarity to seek a peaceful resolution of Spratlys conflict!

Long before the Aquino government resparked the Spratly Islands diplomatic conflict by accusing China of “intrusion”, the US government had already set its sights on pushing to intensify its “power projection operations” in the South China Sea in order to counter what they call “China’s aggressive action” in the region which the US imperialists view as an “anti-access environment” which threaten “the integrity of US alliances and security partnerships” and “reduces US security and influence.”

Armed with a basic understanding of the imperialist thrusts of US military and defense strategies, one becomes acutely aware that in sparking the South China Sea dispute and the sudden and unprecedented vigorousness in asserting Philippine claims of sovereignty over the Spratly Islands, the Aquino government is only actively serving as a pawn of the US imperialists in its determined drive to impose its hegemony in the region. Aquino is playing its US-assigned role to the hilt in exchange for a few scraps of metal.

Since Aquino was summoned to the US warship Carl Vinson in May, his foreign affairs, security and military officials have engaged China in a diplomatic and political wrestling match. They have sparked diplomatic hostilities by accusing China of “intrusion” and issuing such bellicose statements as threatening to “fire back if attacked.” Aquino politicians, certain political groups, and opinion writers are whipping up anti-China sentiments, even as they issue appeals for the US government to help the Philippines confront the “misbehaving bully”.

All these help to boost the US objective of justifying its increased political, diplomatic and military involvement in the South China Sea. Citing provisions of the Mutual Defense Treaty, the US State Department recently declared that it would “provide needed material and equipment that may be needed by the Philippine military to defend its territory.”

Aside from granting the Aquino regime access to second-hand war materiél under the the US military’s Excess Defense Articles program, the Pentagon also said it was studying options for the Philippines to acquire “newer US military assets” at “cost-effective” rates. American security policy makers have long proposed “leasing” to the Philippines modern military weaponry including a F-16 fighter aircrafts, C-12 twin-engine aircrafts outfitted for martime patrol and counterinsurgency surveillance, helicopters and FFG-7 guided-missile frigates. American security officials are also pushing to forge a commercial agreement to allow the US military access to logistic support facilities in Subic Bay. The US also vowed to share intelligence information gathered from radar and satellite surveillance of the conflict area.

In a blatant display of gunboat diplomacy, US naval forces belonging to the US Pacific Command and the AFP conducted “joint planning exercises” last March and a “joint naval exercise” a few days ago off the western coast of Palawan which faces the South China Sea. A few months ago, a Hamilton-class Weather High Endurance Cutter from the US was deployed in the same area.

Promises of US military, intelligence and diplomatic assistance were welcomed by the sycophant officials of the Aquino regime who were effusive with their praise and gratitude to the US government. With the US being portrayed in the mainstream media as a “friend” that is “standing by” the Philippines, US spinmeisters appear to have succeeded in achieving a publicity coup.

The Filipino people must vigorously expose and oppose the US scheme to exacerbate the South China Sea conflict and justify US intervention. US claims that it is helping defend Philippine sovereignty is plain hogwash. In reality, it is the Philippine puppet Aquino regime that is standing by its US imperialist master in stoking the fires of the Spratly Islands dispute in order to provide justification for the US to extend its military might in the South China Sea, ensure the “freedom of navigation” of US commodities to the Southeast Asian region and perpetuate US global hegemony.

The US imperialists have long been wary of the strategic rise of China as an economic and military giant. For the past four decades, the US has worked with the anti-communist and revisionist forces in the Communist Party of China and the Chinese goverment in order to subvert the ruling party and state. They have overseen the degeneration of China from a prosperous socialist country to a rotten capitalist nation. However, to the chagrin of the US imperialists, the Chinese government continues to exercise a large measure of independence economically, militarily and in the field of foreign policy.

The US unilaterally considers itself as the only country that has the right to extend its hegemony beyond its national boundaries. All others who harbor such imperialist ambitions are condemned as “anti-access powers”, i.e. forces that try to deny the US “the ability to project power into a region.” Thus, China’s efforts to build up its naval and air forces and extend its economic interests are denounced by the US as “threats to freedom of navigation.”

In extending its military tentacles towards the South China Sea, the US specifically seeks to counterbalance China’s effort to develop and field large numbers of advanced medium-range ballistic and cruise missiles, new attack submarines equipped with advanced weapons, increasingly capable long-range air defense systems, electronic warfare and computer network attack capabilities, advanced fighter aircraft, and counter-space systems. It seeks to neutralize China’s Hainan island naval base which it believes hosts underground submarine pens which can support both strategic and tactical nuclear attack submarines. The US trembles at the prospect of China having control over the South China Sea lanes, a crucial international trade route, in the same way that the US imperialists controls crucial sea lanes in other parts of the world.

The CPP and the Filipino people condemn the puppet Aquino regime for kowtowing to its imperialist master and to the US foreign policy of global hegemony by hyping up the Spratly Islands conflict, issuing undiplomatic and agitative statements against China and allowing the US to deploy its military machinery in the conflict area in the guise of “coming to the defense” of the Philippines. At the same time, the Filipino people condemn the arrogance of China’s sole claim over the disputed island, its refusal to recognize the claims of other nations and its refusal to engage in multilateral negotiations.

The Filipino people demand an actively independent and peace-loving foreign policy. They seek a peaceful resolution of the multi-country claims to the Spratly Islands free from US interference. They demand a stop to US interference in the South China Sea and the pullout of all of forwardly deployed military forces of the US in the South China Sea, including those that are based at the AFP Western Command headquarters in Puerto Princesa City and the AFP Southern Command headquarters in Zamboanga City.

The Filipino people call on the peoples of countries laying claim to the Spratly Islands to build people-to-people solidarity. A Southeast Asian peoples’ alliance can be built to vigorously oppose the acquiescence of their governments to either the US’ interventionist policy or China’s insistence on its sole claim over the disputed area. They must demand US respect for the independent process of conflict resolution. At the same time, they must push for recognition of the equal rights of nations and peoples involved in the dispute.

They must push for multilateral negotiations free of US interference and demand that people’s representatives be actively involved in such talks. These talks should be aimed at forging agreements that will serve the political and economic interest of the peoples of the region and their aspirations for peace.

Focus topics: Fight US intervention! 0By issuing inflammatory and provocative statements, the Aquino government and the Armed Forces of the Philippines (AFP) are stoking the Spratly Islands conflict in order to justify inviting US military presence in the South China sea lanes on the pretext of defending Philippine sovereignty.

The Communist Party of the Philippines (CPP) said that the the Aquino government’s sudden rush to assert Philippine territorial claim over the Spratlys is part of the script written by the US imperialists to create a diplomatic row over the Southern China Sea to justify its buildup of military forces in the disputed region.

“Despite Malaca?ang’s official pronouncements that it is wants to settle the dispute through diplomatic means, Aquino’s security and military officials continue to issue provocative statements that do not help efforts to find a peaceful resolution,” said the CPP. A few days ago, the Philippine government denounced China for its “intrusion” in the Spratlys after Filipino fishermen supposedly discovered structures erected by the Chinese government in one of the disputed islands.

The CPP also denounced the “arrogant and undiplomatic statements of the Chinese government claiming sole sovereignty over the Spratlys which completely disregard the multi-country claims over the disputed islands.”

The CPP further condemned AFP Chief-of-staff Gen. Eduardo Oban who yesterday declared that “Philippine troops will fire back” if they are attacked in the Spratlys. “The AFP’s blatant warmongering is part of the US-written script to draw US forces into the South China Sea conflict. He further claimed unabashedly that the Aquino visit to the USS Carl Vinson was a ‘message to China’.”

“Oban also overzealously claimed that his US imperialist masters are concerned over claims of Chinese intrusion into Philippine territory,” pointed the CPP.

The US has long been seeking to deploy its naval fleet in the Southern China sea lanes in an effort to counter the buildup of China’s military strength, secure the international sea route to ensure the free flow of US commodities in the region, put economic pressure on China and allow US companies to explore oil and mineral resources in the area.

“The Aquino government is allowing itself to be used as a pawn in the US’ global strategy of forward deployment of its military forces in key regions of the world,” said the CPP. “It hypocritically asserts sovereignty over the Spratly islands while allowing the US imperialists to blatantly trample on Philippine sovereignty.”

The CPP cited the permanent stationing of the Joint Special Operations Task Force-Philippines (JSOTF-P), a 700-strong unit under the US Pacific Command that maintains its headquarters inside Camp Navarro in Zamboanga City. It also cited the Visiting Forces Agreement (VFA) which allows the unhampered intrusion of US military troops in any part of the Philippines.
